Objectives  of  LLL<br \/>\nare  active  citizenship,  personal  fulfilment,<br \/>\nsocial  inclusion, and  facilitation of  employment.  The  notion  of  LLL  is  based  on  the<br \/>\nprinciples  centrality  of  the  learner,  equal<br \/>\nopportunities and quality and  relevance of<br \/>\nlearning opportunities.\n<\/p>\n<p>\nThe  area  of  education  and  training  in<br \/>\nEurope due  to diversity \u2013  both  from  a  cultural  and  philosophical  point  of  view,  as<br \/>\nwell  as  from  an  investment  and  planning<br \/>\ncapacity perspective at the Member States<br \/>\n\u2013 is not yet as coherent as intended by policy  orientations.  The  challenge  for  the<br \/>\nmember states of the European Union is to<br \/>\ndevelop and implement LLL strategies  that<br \/>\ncombine  the national character of the educat ional  system  and  simultaneously  converge  to  the  principles  of  Education  and<br \/>\nTraining 2010.\n<\/p>\n<h2>Research Focus<\/h2>\n<p>\nEFELSE  studies  and  supports  the  scope  of<br \/>\ncoherent  and  comprehensive  LLL  frame<br \/>\nworks,  focusing  on  the  following principle<br \/>\nelements:\n<\/p>\n<ul>\n<li>Partnership approach<br \/>\ncollaboration of all relevant actors in<br \/>\nand outside the formal system.<\/li>\n<li>Demands for learning<br \/>\nIdentification of learning needs, look<br \/>\ning at learners as well as e.g. at or<br \/>\nganisations, communities, the labour<br \/>\nmarket.<\/li>\n<li>Investments made<br \/>\nallocating resources in an effective<br \/>\nand transparent way<\/li>\n<li>Accessibility to learning<br \/>\nopportunities<br \/>\nintegrating needs and interests to<br \/>\nenable learning anywhere, any<br \/>\ntime for anyone.<\/li>\n<li>Learning culture<br \/>\nincreasing opportunities and demand for learning, as well as participation in LLL<\/li>\n<li>Quality control and indicators<br \/>\ndefinition of evaluation mechanisms<br \/>\nto support successful implementation<\/li>\n<\/ul>\n<h2>Anticipated results<\/h2>\n<p>\nIn the frame of the project the following<br \/>\noutcomes will be developed to support<br \/>\nLLL strategy implementation:\n<\/p>\n<dl>\n<dt>Evaluation framework<\/dt>\n<dd>for the implementation of LLL strategies<br \/>\nin European countries, supplemented<br \/>\nwith  self-reflective<br \/>\ntools for guiding the<br \/>\nassessment of the coherence of actions and measurements put in place.<\/p>\n<dd>\n<dt>Best practice guidelines<\/dt>\n<dd>based on results from  the research<br \/>\nact ivities (e.g. an analysis of national<br \/>\ncase studies), including localized criteria for LLL policy implementation.<\/dd>\n<dt>Network<\/dt>\n<dd>of stakeholders and experts  on<br \/>\nlocal and European level to facilitate regional and institutional collaboration through a selfreflecting approach and knowledge sharing.<\/dd>\n<\/dl>\n<h2>Target Groups<\/h2>\n<p>\nThe direct target group of the project consists of policy makers and training providers who work on the implementation of<br \/>\nLLL strategies. The research activities aim<br \/>\nat providing them with concrete support<br \/>\nmeasures.\n<\/p>\n<p>\nThe indirect target group consists of adult<br \/>\nlearners who can profit from the implementat ion of lifelong learning in a long<br \/>\nterm perspective.
