EFELSE: Evaluation Framework

for the Evolution of

Lifelong Learning Strategies

in Europe

Lifelong Learning

Lifelong Learning (LLL) refers to the process of all learning from pre-school to postretirement, including formal, non-formal
and informal learning. Objectives of LLL
are active citizenship, personal fulfilment,
social inclusion, and facilitation of employment. The notion of LLL is based on the
principles centrality of the learner, equal
opportunities and quality and relevance of
learning opportunities.

The area of education and training in
Europe due to diversity – both from a cultural and philosophical point of view, as
well as from an investment and planning
capacity perspective at the Member States
– is not yet as coherent as intended by policy orientations. The challenge for the
member states of the European Union is to
develop and implement LLL strategies that
combine the national character of the educat ional system and simultaneously converge to the principles of Education and
Training 2010.

Research Focus

EFELSE studies and supports the scope of
coherent and comprehensive LLL frame
works, focusing on the following principle
elements:

  • Partnership approach
    collaboration of all relevant actors in
    and outside the formal system.
  • Demands for learning
    Identification of learning needs, look
    ing at learners as well as e.g. at or
    ganisations, communities, the labour
    market.
  • Investments made
    allocating resources in an effective
    and transparent way
  • Accessibility to learning
    opportunities
    integrating needs and interests to
    enable learning anywhere, any
    time for anyone.
  • Learning culture
    increasing opportunities and demand for learning, as well as participation in LLL
  • Quality control and indicators
    definition of evaluation mechanisms
    to support successful implementation

Anticipated results

In the frame of the project the following
outcomes will be developed to support
LLL strategy implementation:

Evaluation framework
for the implementation of LLL strategies
in European countries, supplemented
with self-reflective
tools for guiding the
assessment of the coherence of actions and measurements put in place.

Best practice guidelines
based on results from the research
act ivities (e.g. an analysis of national
case studies), including localized criteria for LLL policy implementation.
Network
of stakeholders and experts on
local and European level to facilitate regional and institutional collaboration through a selfreflecting approach and knowledge sharing.

Target Groups

The direct target group of the project consists of policy makers and training providers who work on the implementation of
LLL strategies. The research activities aim
at providing them with concrete support
measures.

The indirect target group consists of adult
learners who can profit from the implementat ion of lifelong learning in a long
term perspective. In this context, the focus
of the project research activities and related results is on adults at the age of 2464 who participate in learning activities.
